Arkane is a good studio, but this seems too safe and formulaic. REAL Prey II looked far more interesting.

The Dishonored games have better level design than the Bioshocks so Prey probably will as well. I guess it could be Arkane's B team, if they even have one, considering how soon Prey is coming out after Dishonored 2. Plus, the powers almost certainly look like they will play off each better than Bioshock like in the Dishonoreds as well as from the Prey gameplay demo video [https://www.youtube.com/watch?v=0QCR6nOPOLc].

The most criminal thing about bioshock is that the powers do play off each other really well. It is just the level design doesn't push you into exploring it.
