Alright, so i live in asia but i'm on holiday in france now. Will it make a difference to my multiplayer or whatsoever if i purchase a game from france? Because i tried playing l4d2 online just now and it seems that all the rooms available for me to join are all based in the asia region, where my ping goes up to about 700+.

Your download region is probably still set to an asian one, change it to a location closer to you.
