Because there are an awful lot of black players and "race norming" in that fashion probably saved the NFL a buttload of money before this lawsuit.
If we wanted to be fair, instead of having a set baseline, we'd test them when they join the NFL, work out what a "normal" level of cognitive decline is in the average population for a given age spread, and test them again on the outbound and compare how they rate to where they'd be expected to rate if they were in a more average line of work. But that would be a lot of work to get an accurate answer.
Also if you call it "norming" then you can confuse it with things like "gender norming" where you hold female applicants to a position to a lesser standard in order to have more women pass requirements. The military does this, as do many fire departments, specifically with physical testing.
Google "Minimum marriage age [insert state here]" for an example of this.
Oh, yeah, in some US states with parental consent the marriage age is shockingly low, and in many states sex with your spouse is explicitly not statutory rape - leading to pedophiles basically selling kids to other pedophiles under the guise of marriage, often in a religious blanket (FLDS was notorious for this, well this and bigamy).
It's also worth noting that states recognize each other's marriages, so you only need one state where you can marry super young and one state where there's a spouse exception to statutory rape before you've just enabled legally fucking kids.
In my state it's 18, 16 with parental consent, under that is possible but must be ordered by a circuit judge and that typically means someone is pregnant.
