Aside from being right out of the pages of Brink, libertarian uptopian fantasy, bioshock, and others, billionaires can do whatever they so choose with their money. If its creating new floating countries, go for it.

10 bucks says when a boatload of criminals show up and gut them and their property, they'll call the mainland security services for assistance.

I am not saying they cant do it I'm just saying it is a really bad idea.

Actually, I would personally like my own island country. I would call it "The Monarchical Island of Virgonia" and it would be illegal for anyone who wasn't born between August 23rd and September 22nd to live there. Why? Because I would be king and I like Virgos. There, you don't like it, leave my kingdom! :-D

As for the criminal part, that's what defenses are for. You don't build an island and have weapons there for such a disaster.

One word: pirates -- and I don't mean the internet kind. I won't have any sympathy when the pirates come around, nor will I have any when the free access to weapons coupled with the lack of laws leads to a situation where murder and armed robbery are like saying hello. Plus, when it inevitably sinks into the sea, either due to infighting, hurricanes, or just shoddy construction due to loose building codes, we can call the wreckage on the ocean floor Rapture.

Edit: And that's assuming this ever gets off the ground, and it's not just a bizarre pyramid scheme.

All i can think of is a sort of summermist manor set up where one person bumps of another until only the murderer and the last person remain, and that last victim shall be struck with a horrible realisation.

Then the place will fade into legend until a small crew of young and naive teenagers come across it, and then the game starts again...
