Resident Evil 4/ Computer Troubles.

So after a year or so I got my new laptop. Windows 7, and meets all system requirements for the game. I tried installing Resident Evil 4, and it installed without a hitch. Yet every time I try to run the game an error box pops up telling me that 'The program can't start because d3xdx9_30.dll is missing' and suggests re-installing the game, which I tried. I was really looking forward to playing this again, can anyone help me out?
