Wouldn't call The Arusha Accord obscure, but they're definitely different from what you hear in the radio and on MTV. Their music is extremely complicated, since they change the beat constantly. It is impossible to get a hang of a song the first time you listen. You have to listen to it a few times. So, for me, there is not so much 'instant' joy when listening.

The Derek Trucks Band. Considering that Trucks is now an official member of the Allman Brothers, this band shouldn't be obscure, yet I've not met anyone who knows of them.

I would go ahead and suggest Stars, the closest they got to famous was when they featured in Eternal Sunshine Of The Spotless Mind. Though I haven't listened to them in a long time I still consider them one of my favorite bands.
