Should I Transfer Programs/Schools?

I'm a US citizen currently attending my sophomore year of college in Finland. I'm in a program that rewards a Bachelor of Culture and Arts degree despite the fact that 90% of the classes pertain to business (IE Marketing, Management, Copyright Law, etc.) Previously, there was an option to do a double degree and get a Bachelor of Business as well, however this option was very recently removed. I was hoping to take advantage of that, because I'm not a moron and I know an arts degree is worth less than the paper it's printed on.

Now that I don't have that option, I'm not sure what I want to do. I've been feeling rather stagnant lately. Like all I do is sit in my apartment, go to school, and occasionally hanging out with friends. Since I don't speak Finnish fluently yet, I can't get a job anywhere, and meeting new people is difficult. In addition to that, more and more I'm realizing that the town I'm living in (and I suppose by extension, the country) is just... too small for me. There's very little diversity in entertainment, cuisine and culture. The only restaurants in my town are Turkish pizza and kebab places (there's literally 12 of them within walking distance of my apartment, and it's a relatively small town) and the only thing people here do for fun is go to clubs and bars, and I'm not really a big drinker/club kiddie in the first place. More or less, I can't really see myself living here permanently.

So something I've been thinking about is trying to get my credits transferred and heading back to the states to finish my education. I figured that if I was going to end up working there, it would be best to try to make some connections and get to networking ASAP. I'm from Washington DC, however I don't think I would like to live there. I've been looking a lot at the pacific northwest area, specifically Portland and Seattle. I like the climate and it's a very good area for my chosen career (I hope to work for a software/game development company in a business capacity.)

I'm here to get some fresh pairs of eyes on my situation. What do you guys think? Any people from the pacific northwest here that could weigh in?
