The only thing I've heard at is that 70 is the lowest level you can be to even have a chance for one to spawn, got it from a forum so not authenticity to it, but I believe they said it was something like 5% per level starting at 70. So other then traveling round, maybe power level a bit more to up the spawn chance.
Well if you really want it and don't mind using a glitch.
You can always make a save game, obtain the oghma infinium, use the glitch to get to level 78+ then go and roam the wild until you find one, kill it, get achievement.
Then once you have the achievement, you can reload and it'll be like nothing ever happened but you'll still have the achievement.

Have you cleared all of the locations with the dragon head icons on the map yet? When I go to one, they usually spawn a dragon one class higher than random encounters.
