I think it might have something to do with the Les Enfants Terribles project. They proved that it's still a viable method of cloning, since they made Solidus long after the fact. It's also been revealed in supplementary material that Solid and Liquid are actually the ninth batch of clones. If it's indeed "Metal Gear Solid V" like the background lines supposedly imply, I'd be interested to see as to how they managed to continue the story on from IV.

Like Rawne said, there are more cut-scenes than there is gameplay, but you can spend a lot of time just dicking around with the soldiers or exploring some of the more open areas before continuing on because there aren't a terribly high number of sections where you've got a limited amount of time to continue on.
