I was reading a CoD; WW2 review on IGN and this was linked on one of those "From Around The Web" articles -

Pretty much lays out all there is to know at this point about Half-Life 3. Maybe you've already seen it, but make of it what you will.

If I was going to theorize what happened, it's what people pretty much suspect already:

That Valve said "Fuck it". They make too much off of Steam, and were too cowardly to even try making a game that would live up to the hype. So, they released the Source Engine and basically insinuated that,

Hey, if you guys really want a Half-Life 3 that badly, then make it yourselves! That way you only have yourselves to blame if it sucks in any way! Well just keep these billions of dollars for ourselves, but perhaps, just maybe if one of your ideas sounds cool enough, we'll throw some funding your way...or not!

Could just read the script or outline or whatever that the writer released. It satisfied me enough atleast.

If you want the dev history of HL3, this is a pretty good account (I would know, I edited some of it :p)

With the script being online, modders are already working on their own version of EP3/HL3.
And that could potentionally get interesting.
