Well, since they're taking the "grim and gritty" route, I think that that's going to be the case. I sure hope that they're not going to make Garfield play Macguire playing Peter Parker. I don't see the supposed big gap in quality between the first 2 movies and the 3rd one. For me, it's just fanboy bitching.
As for the topic, they're both god actors. Macguire has that nerdiness all over him so it was pretty easy for him to fit the role. Garfield will definitely play his part right, the rest is up to the script. Will he be better? I think that the fanboys will say "no" but in my opinion, it will be like comparing Nicholson and Ledger as Joker - a matter of taste.
There are more than 1 type of an awkward teenager. Just because the setting is the same, doesn't mean the characters will be as well. I reiterate, the Joker literally has nothing in common with the Joker Nicholson played except being in a suit, having a white-ish face and laughing a few times in the movie. Otherwise they (in the movie) seem to have completely different backstories, character attributes and levels of influence.
Now, correct me if I'm wrong, but the new Peter Parker is still going to be a blank, awkward teenager who lives with his aunt and uncle, who has a crush on the girl next door, who gets bit by a spider and gets some muscles (which, going by the trailer, is completely unconvincing[footnote]I'm more muscular than he is, and I weigh just over 70 kilos.[/footnote]), and who then fights off a completely implausible threat. I know you're going to say that the Batman villains are implausible aswell, but be honest with yourself, the difference between them in the two sets of movies is tremendous.
