For the second time this month my steam account was stolen, and my email might have been too. Those account had two different passwords, I never give my passwords to anyone, and I obtain all my games legally, how is this happening to me? I'm sure I'll get my account back, but whats the heck is going on? please provide you're insite.

Do you have a good anti-virus program/firewall? If not a trojan keylogger might have gotten through.

Hmm. That is rather odd.

I would reccomend (like me) changing passwords every week, and keeping a note of them in an encrypted password-protected file.

Yeah, talk about confusing.

Have you been downloading excessively without researching what you're downloading? You may have a keylogger or something. But if you say you're the legitimate owner of said account, you'll have no problem recovering because, if I remember correctly, you can answer the recovery questions or something like that. Though I may be wrong - I've not had to deal with a problem like this. Virus scan your pc, you'd be surprised of what you may find after years of general usage. Also, looking into CCleaner.

Virus scan, spyware check, and firewall. This is the holy trinity of pc protection. As my uncle used to say, "Surfing without protection is like fucking without a condom."

Okay, he never said that, but you get the point.
