If it's the Cocoa Beach I'm thinking of, it's on the wrong side of the state. The oil spill is on the West coast of the state, in the Gulf of Mexico. Cocoa Beach is on the East coast -- the Atlantic side. If the oil actually makes it that far -- and it would take some kind of anti-miracle for that to happen -- it's probably going to wind up getting all the way to England as well.
Edit: You probably already know that. I figured you were from another country, turns out you're a Floridian too...
OT: It kills me just to think about this let alone to watch the video the OP posted, but a partial explanation for why people are actually swimming in it might be the relentless advertising campaigns about how the beaches are actually safe, and they aren't going to be closed.
