You're subject to the auto-balance whether or not you're a F2P-er. If you see the "teams are about to be rebalanced" warning, then the next person who dies (assuming they aren't a contributor to the server and therefore immune) will be moved to the other team. Are you free of the other F2P restrictions? If so, try taking it up with Valve. They might be slow to respond, though. Such as they are...
They are listed here [http://www.teamfortress.com/freetoplay/faq.php], along with some other info that might be helpful. The restrictions really aren't bad unless you really are the kind of player who cares about hats and whatnot (I'm not).
