Because the recent "HL3 hints" were mostly unrelated people trolling, and then everyone decided there's an ARG going on so they looked for any trace of ANYTHING to confirm it. Meh, whatever. The fact is, it CAN'T be vaporware since it hasn't been announced, there aren't any screenshots or anything. There's a rumor. And it's not even being actively encouraged by Valve. What looks like definitive proof to you seems like wishful thinking to anyone who isn't obsessed with HL3 (or HL2:E3). And as I said, even if you were 100% correct, it's still not Vaporware since there's not even any "vapor". Come on. Use your head. There is absolutely no reason for Valve to NOT be making this game. They are facing no financial trouble, they are facing no power-struggles or lawsuits. Everything that causes a studio to stop making a game is not happening to them. They're just dragging their feet and not letting anybody peek through the windows, as per usual Valve behavior.

I mean hell, they had a release date for Episode 3 in 2007. How does that not qualify? I'm sure Duke Nukem hit a few "only a rumor" stages during its 14 years of "development." First of all, I did not "admit" anything. All I'm saying is that it may or may not be in development. I guess none of this really matters, in the end. It will happen, Gabe Newell has said something "with a three in it" [http://www.complex.com/video-games/2011/12/half-life-3-e3-2012-announcement-hinted-at-by-gabe-newell] will be announced at E3 this year (and he has not denied the legitimacy of that email), so at this point if there's still any question as to whether or not it's being developed you simply haven't been paying any attention.

Vaporware are games that are stuck in development for a long time, with the occasional screenshot and vague promises being all they put out, year after year. This does not apply to HL3, sorry. Wether or not it's being developed is irrelevant - even if it is, it's still not vaporware.
Oh, and as for "something with a 3", there's a number of games that could apply to. L4D3, Portal 3, TF3...
For what it's worth, I'd love a new HL game. I just think that all the "enthusiasts" are a bit too "enthusiastic", reading too much into things.

And again, they had a date set in 2007 for its release. Obviously they were working on something, or at the very least had some pretty solid PLANS, otherwise they wouldn't have done that.
This thinking really makes no sense to me. Valve is having no trouble that could indicate a sudden cancellation. Gabe Newell himself has said "all of your favorite things" and "something with a 3" will be announced at E3. I don't get how anyone could think Valve has simply given up on it. It just...doesn't...make...sense.

Them not making it this long also makes no sense. Blizzard not making Diablo 3 and Starcraft 2 for as long as they did also made no sense. Heck, it makes no sense that Ep3 never came out either, since at the time Valve was swearing their arses off about how awesome episodic content is going to be and then they left off the way they did.
Maybe they wanted to wait for technology to move forward enough for the next HL game to be a significant leap from the previous one, like HL2 was from HL1. Since tech has slowed down to a crawl with this last generation of gaming, they wound up waiting for quite a while.
