It depends on preference, ofc. But between the three games, Oblivion is most dependent on mods to be good. (Ofc, the best Elder Scrolls experience IMO is to get Morrowind - which should run on any modern pc or laptop - and mod the crap out of it.) DA:O is also a lot better on PC because you can use tactics more effectively.
