It has advantages in the ability to get smaller things done without the whole lengthy procedural rigmarole of proposing, debating, voting etc. separately. It has a certain logic that deals need to be cut to pass legislation. Particularly in a federal system, a politician could argue "This is not good for my state, I need some return to justify it to my voters", and this might not be viable within just the main topic of the bill itself, so something needs to be tacked on to pay them off.

It is of course also abused for people to sneak personal projects into law that would be laughed out in short order otherwise.
