I second the Citadel. Also all the cities in WoW, especially Dalaran, Ironforge and Silvermoon. Bloody gorgeous game that is.

Coruscant also counts. Yes it's a planet, but it's a city planet. Before the fall, that is, an art deco extravaganza.

When I played through Tales of Symphonia for like 15 hours straight, I'd made my way to that casino-resort-looking city, of which the name escapes me. I'm tired as hell, but I'm just dying to find out what happens next. So I make my way up to the hotel room and see the giant fluffy bed sitting right in front of me, and I couldn't help but think "what I wouldn't give to be there right now."

Palm Brinks in Dark Chronicle 2 (Dark Cloud 2 in the US, I think) and I would expect the music over strategically placed speakers around the town, too!
