What 16-bit game is this? (screenshot)

I saw this in a montage video of classic game deaths, and this game popped up and stuck a chord with me. I rented games for me Genesis a lot growing up, so I imagine it was on there. I want to say I LOVED this game, but I don't remember the name.

I just noticed how suggestive that picture looks....

If anyone remembers the name of this game, please tell me. I hate vague feelings of extreme nostalgia.

The guy in Red...he looks like one of the higher-ups in the Los Carnales from Saint's Row 2!

I have no idea what game that is though.

Figured it out. Rolling Thunder, and I don't know why I thought it was 16-bit since it was on the NES! Guess I was just impressed back then.

But I think the arcade version was 16 bit. I don't remember the nes version and I never would've remembered the title but I remember playing that a few times at Nathans.
