Short answer: No.

Long answer: The brain isn't anywhere near "done" at five years of age, I think it's about fully functional around 18-20 years. Kids have smaller heads, you know. :)
They have small heads because it'd be a pain in the crotch for the mothers to be spurting out children with heads the size of a football. And the heads only get bigger because of all the oxygen they has been eating - Expanding and such D: (We're all balloons really. Water balloons.)

I just finished reading that last night! :p

But, even though it is so very true, I still wanna say giraffes. When I was a kid I thought about what it'd be like if giraffes were the smart ones instead of us so the idea's stuck.

Basically whatever species is most flexable with regards to their living enviroment would win out.

Cats, and I'll explian how, incase no one has heard this certain evolution theory,

In the begining there where 2 little cells, they mated and had many offspring. Those offspring mated and incested each other till the horrible mutated monster thing that they had turned into crawled out of the muck. Eventually that became the monkey like thing that inbred(inbreeded?) itself into humans(Adam and Eve were monkeys in trees, then their children lost the fur, stood upright, and stayed on the ground).
And through inbreeding I have noticed more and more cats gaining thumbs. So it's only a matter of time before they learn to use said thumbs to kill all of the dogs, and rule after us.

So yeah, my money is on the cats. But you didn't need me to tell you that.

Well, it's bound to be a carnivorus or at least omnivorus species, as being a hunter/predator needs more intelligence then eating grass.

For a terestrial species, im gonna go with cats.
Aquatic species, again, one for the squids

I'd go with chimpanzees or some other primate. One primate already took over the world why can't another. Though after reading comments dolphins do have a decent poll behind them.

Republicans I'd have to say dolphins, octopi or squid, though I think it would be really interesting to see panda bears like that.
