Check out any books written by Greg Rucka, Ed Brubaker or Brian Azzarello, they've all written many stories across a variety of Batman books and as writers they each almost always specialise in crime fiction, mysteries and noir.

Does it have to be him going after the Mafia specifically, or just regular crime in general?

It's not exactly Batman but you might want to check out Gotham Central. Batman has a few appearances but it's really a cop procedural from the perspective of the Gotham PD. I don't know a ton about it in regards to the villains involved but it's more of a down-in-the-trenches story.

Also Dark Victory is the sequel to the Long Halloween all about Two-Face and the remaining members of the Falcone organization.

Year One is the only major one I can think of besides The Long Halloween.
Year Three is pretty good crime drama as well. It delves into the past of Dick Grayson at the moment his parent's killer returns to town and Batman is still struggling with the loss of Jason Todd. Also Batman: Earth One vol. 1 is more grounded and really good.
