Generation IV (Diamond and Pearl) was, yes. I think it made a lot of us who still follow Pokemon as adults very sad. Thankfully, Generation 5 rescued us from it with a bunch of badass (and some disturbing) pokemon. I can't even name one, just look at some of them sometime.

Takes the cake. Even considering one of its best movesets has it tickle, then tail slap the opposing pokemon to death (er, faint-status).
