Kasumi is a decent, refreshing DLC and yeah, it adds another character to your list, but Lair of the Shadow Broker is still by far the best ME2 DLC.

LotSB is definitely the one you should go for in terms of everything. Overlord is preferred over Kasumi DLC if you want some nice combat and decent story (Audio is lackluster though. No teammate comments) and Kasumi is preferred over Overlord if you want a somewhat different mission, a new weapon and a new character.

If you like blue chicks lair of the shadow broker, kasumi is pretty awesome but if you arent bringing her for a hwole playthrough may not be worht it to you. Overlord is ok some nice action, arrival is only gonna be worth it if you really really must have more mass effect it's ok but it's really not vital for 3.

There are 5 ME2 DLC with a decent story:

Zaeed - The price of revenge
Overlord
Kasumi - Stolen Memory
Lair of the Shadow Broker
Arrival

Zaeed and Overlord are the weakest of the bunch, although Zaeed can be a good partner for non-soldier Shepards. Kasumi, Lair and the Arrival ones are very good, on par and sometimes surpassing the quality of the main game.

There is also an 'Equaliser weapon pack'. I don't know if you can still buy it but it has some pretty overpowered weapons, useful if you're struggling on Insanity as a non-soldier Shepard (Eviscerator shotgun is amazing).

The general consensus seems to be overlord and shadow broker. Considering im going throug the game on a class the uses sub-machineguns I might get kasumi.

this isnt my name said:
Arrival just has shooting and gameplay is quite dull, its even worse for story plotholes.
It was a nice change of pace, being a single-player mission and all. Took me quite a while to get through it on my Adept Insanity Shepard. And personally I loved the story.

The only one (assuming you got Zaeed already) really worth playing is Shadow Broker. The rest are fairly meh. Kasumi is good but I wouldn't say it's worth the price. Even shadow broker is barely worth it. There more combat than most anything else unfortunately.

Assuming you bought Mass Effect 2 new you can get Zaeed for free.
By far the best of the five are Overlord and Shadow Broker. Both have fantastic story lines and are at least three hours long each depending on how thorough you are.
Kasumi gets you a new companion character (one of the best) but her mission is short, you'll probably finish it in an hour, and you can't talk to her like you would a normal companion. She just sits there and tells you things when you click on her.
Arrival is mostly meh; you can't bring any party members a general lack of choice, the story is pretty important in terms of the overall plot but it's rather boring compared to the other DLC's it's just as long but it basically strips away what makes Mass Effect unique and is essentially Gears of war with a Mass Effect skin, if you dig the combat in Mass Effect 2 then Arrival isn't a bad purchase, I recommend it if you get done with the others and still want more. You'll probably be somewhat in the dark when Mass Effect 3 rolls around and you haven't played it.

TL;DR if you're only going to buy two get Overlord and The Shadow Broker, both excellent DLC worth ten bucks.

Kasumi is an awesome character. If she was romanceable I'd be all over that. In terms of other DLC, I wouldn't miss Arrival or Shadow Broker. If pressed, I'd say Shadow Broker is better, if only for the fact that it has something very rare that I love in gaming; a challenging and entertaining boss fight with a human sized character. Overlord is OK too I guess, you'll probably deem it to have been worth the money, but get the others first.

I'd get Arrival just so you know whats going on in ME3
Also Shadow Broker was pretty good, infact i'd say it was almost necessary if you liked Liara at all.
Overlord would have been good, if i didnt waste a very long time trying to get past the vehicle stage... the game didnt bother to tell me there was a 'jump' function, so i had no idea how to get past the section which was incredibly frustrating.

Shadow Broker is some of my favorite game content period. It's so damn fun. It's lacking in choices (does it have any? I can't remember them). Overlord is the next best. Then Kasumi, then Zaeed. Arrival is my least favorite content by far.

Well I've bought them all and the amount of Arrival hate on this thread be creepin' me out because that's the one I'm about to sink my teeth into :p

Your thread was a bit poorly worded so I don't know how many DLCs you're willing to buy... Kasumi you say is one you're definitely going to get, so assuming you're only going for one more, Lair of the Shadow Broker. Shepard and Liara have great banter, there's a cool chase scene, you get to fight a REAL vanguard (charge and all) and there's a thunderstorm, and thunderstorms are cool.

I've never been really a huge fan of ME2 DLCs, the lack of squad chatter just makes them feel unattached from the rest of the game and for me the characters were the charm of ME2. If you're going to get just one DLC, it has to be Lair of the Shadow Broker. It's by far the one with the most effort put into it and despite the lack of new lines for characaters, it truly gave some characters an extra twist, for example made a certain Cerberus ***** tolerable on at least some degree. Get it, play it, complete it, you'll understand what I mean. Also, it has Liara, who you might not know that well if you didn't play ME1. If you did, good for you.

Kasumi to me wasn't a terribly interesting character, but a fine addition to your crew. Her loyalty mission was alright and rather differs from the others, at parts I felt like I was in a James Bond -film but yet didn't really feel out of place.

Zaeed is an old mercenary with some rather amusing one-liners, his loyalty mission is a bit more traditional ME2, it's solid but not groundbreaking. If you're just looking for more ME2 to play, this one is a fair deal.

Overlord is an alright DLC too, mute teammates ruin it a bit for me but it has some solid gameplay and the ending is one of the best moments of ME2 for me. Don't spoil the ending, play it yourself. This one was a bit crash-prone though, and it seems having Legion in your squad causes some crashes, so don't take him with you.

Arrival is by far the worst DLC, it's the shortest and yet the least interesting to play through. Instead of mute teammates, you have no teammates at all for no good reason, and it just feels like BioWare tried to come up with a good explanation why they didn't hire the voice actors to do more lines. This one should be the most significant one story-wise, but yet there is no sense of hurry, it's like "Yo, my friend has been captured with batarians, she has new information on the Reapers but go there when you feel like it, let's say after you've shagged your whole squad". I'd recommend you not to buy it and if you feel like you're missing out story-wise, watch the cutscenes on Youtube.

LotSB > Kasumi = Overlord > Zaeed > new outfits for some of your squadmates > Arrival.

Lair of the Shadow Broker is probably the best of all of them because you can get Liara to join the team.
