What movie am I faintly remembering?

So I have been walking around for a week thinking about an animated movie I saw quite a few years ago (when I was a child or maby a teen), for a while I thought it was Mulan so I watched those but it wasn't the one I was thinking of.

So this is what I faintly remember:
The people of the country where it takes place is suffering cuase with some dragon magic thingy it's raining and raining and destroying all the corps and thingys. The hero helps(or have a dragon firiend) that is smalish and they eventually face a big dragon and BAM through friendship and sheer will the nice dragon also becomes mighty big and they removes the coulds and fights the big dragon and saves the world.

I think the movie takes place in an Asian setting. Possibly China.

I would love if someone have any clue, been scouring the internet for hours upon hours.

I hope I'm not disapointed when/if I get to watch it. ~_~

Maybe I can help. Answer me some of these questions:

1. Was it an American animated movie or a Japanese Animated Movie (It'll help narrow it down)
2. Do you have an idea of when the movie came out (You mention being a child or teen, but that doesn't tell me how old you are now. You might have been a teenager before I was born, recall a year if you can)
3. Did you see it in a theater or on video tape/DVD Or on a channel on television?
4. Do you remember anything specific about the movie, a line of dialogue, or a song (if it had singing in it) or a voice actor?

That's all I need. I really don't give up on these movie things. Makes my day a little more exciting.

I'm quite sure it was western, and absolutely not Anime.

I was born 1990 so my best bet would be between 98 and 02.

It might have been on theater but I wouldn't bet my life on it.

Also I live in sweden if that somehow would narrow it down, and I'm certain it's not of swedish origin.
