Seriously though...I'm not sure you could leave it up to just one person. The reason there are so many conflicts is because people can't work together in certain situations.

Fictional: Auron. Mainly cause, in the game, he tends to be direct (which means no tip-toe-ing around sensitive issues), but also tends to do what is right (so no uneessary racism or war).
Real: Me. Because I would hire people to do my job, and would retain the power to fire them if they became corrupt (so I wouldn't have to waste my life, and I would be able to put the best person in at any time).
