That article is from 8 years ago, back when Chavez was still in power.

Notable, it's from a few months after the start of his Bolivarian Revolution, a political process that sought to build an inter-American coalition to implement Bolivarianism, nationalism and a state-led economy. Obviously, that didn't work out and is cited as the primary reason for Venezuela's economic collapse and the resulting socioeconomic and political crisis that leaves 90% of Venezuelans living in poverty. If this law is still in effect, I doubt the Venezuelan people care much. The vast majority now has more urgent things to worry about than games (violent or not), like not going hungry.

Why did Chavez implement this law?

Probably a combination of not liking/understanding games, paranoia about any form of media he felt could be subversive and did not match/extol his ideology, and needing scapegoats in an attempt to distract from the fact things in Venezuela were going south fast.
