Generally it's not the teacher's option to set the homework. For a lot of teachers they have been told to set it by the subject head of their school or even by the Education board, in the case of coursework. A lot of teachers have little choice in the matter, as their jobs are on the line if they don't choose to set homework. This is coming from someone whose mother is a Secondary School English teacher.

It's not really their choice.
Because if people don't receive help from teachers because the teachers merely assume they're doing fine, the teachers face the risk of their class getting grades below the standard and losing their jobs as a result.

I noticed that as well, yet decided to try and avoid saying it. Ironic, seeing as I'm the son of an English teacher.
