Will DualShock 4's motion controls & touchpad help in aiming & landing headshots in PS4 shooters and possibly emulate the mouse's precise aiming controls?

Well you first need to decide which part you want to aim with, doing all 3 at once would be rather confusing.
But generally games will still rely on auto-aim to get your shots in, so it makes no difference to the games you play now.

If you believe any of those are viable for the pixel perfect aim a mouse does then you will be disappointed.

I think motion controls won't save console shooters. Mouse is just better for first person, period. I'm not being elitist, I just think that each control option has its' own applications. Gamepads are better for platformers, driving and fighting games, joysticks are better for flight- or spacesims, keyboards just have a ton of buttons, and mouse allows for unparalleled precision and speed as well as much better menu navigation. It's not a question of skill, mouse is just better. Every FPS that fried to do cross-platform multiplayer between PC and consoles failed miserably, because PC players were just steamrolling their opponents.
Anyway, I would really like them to stick with conventional analog sticks for aiming. I don't think motion controls in their modern state can really be objectively better than any of the control options we have at the moment. Remember Steel Battalion? That game could've been actually playable if they stuck to a conventional control scheme instead of the pile of putrid snot that is Kinect.

Also, on the subject of Steel Battalion: I just thought of a way of saving the franchise. Re-release it on PC with full mouse support for half price. That's it, really. Don't know how hard it would be to implement, but it certainly might become actually playable as a result.

I very much doubt it.

The controller just can't beat a mouse in shooters, they're just not quick or precise enough.

They're better for other things, action games, like Devil May Cry, or platformers like Super Meat Boy.

It'll probably be more fun to use analogue sticks. In the end, despite appearances, there isn't some big PC vs Console war where having more accuracy than the other is vital to winning, I think having to move your thumb around on the controller would be annoying compared to the standard analogue system.

On the other hand, Sony did say they're increasing the quality of the input from the analogue sticks so I guess they'll presumably be more accurate than they were by themselves.

Why would it? The Wiimote was better for shooting to an extent, but certainly not to the quality of a mouse.
