He wants to look like he tried to forgive student debt. That heavily means-tested fart in a hurricane comes with so many bells and whistles it may as well be a Christmas parade at a train station in Mexico City, and won't survive the faintest whiff of judicial review given the White House's preferred methodology (that is to say, quite intentionally not under the President's existing statutory authority to unilaterally forgive all student debt).

Ehh, not really, so many people need access to a gated community that the code to get in is out there or someone can just follow someone else in. It's more security theater then anything else. Plus, it lets people know that there is probably good stuff to steal in that community.
