I actually wanna rec some games here for people to get into the genre, cuz these games are seriously a lot fun when you get into the game. I'm gonna keep this hopefully brief with all these games, which are readily available on Steam.

Yakuza/Judgement (bit of a cheat, since it's more of an open-world game, but good for beginners! [Skip Ishin though, it's very frustrating])

TMNT Shredder's Revenge (Somewhat of a love/hate relationship in terms of gameplay and enemies, but still a pretty enjoyable game).
