It has often been brought up that kids, or those that have already suffered infection, are at significantly lower risk of Covid or Covid-related complications. Some have used this to argue public health policy should allow them to carry on as normal etc, don't need safety mechanisms or vaccines etc. Phoenix has described the risk to these people as practically nonexistent and completely unworthy of consideration.

Not sure if you are aware of this, but LA has a bit of a history with riots that causes law enforcement to be...shall we say, quite a bit more on edge. Plus, California is one of the first states people think of when it comes to immigration both legal and otherwise, so ICE is always more active around those areas.
And since LA is a port city, there’s going to be a lot of them as the port represents their general more traditional role of collecting duty, cargo inspection and passenger clearance for both air and sea.
