Not really, it might actually be the opposite, most year that Modi was PM saw a reduction in GDP growth, the only year that saw an increase were right after he was elected (when his reform would have the least impact). I don't think he's harming the economy, but there's really no reason to say that he's delivering big economic growth and similarly there's no reason to say that corruption is less of an issue under him. Modi is popular because he's a nationalistic populist who's very good at playing with the media (and very good at squashing independent voice). Him and the BJP are also very good at playing the election game, stealing election by bribing member of opposite party so they would defect to his party and using pliant court and loyal bureaucrat to bend the rule in his favour.
