Thats because the third beta event is mostly for PvP and instances. They want players to have their higher level characters.

I really enjoyed the Renegade options, and I think thats what helped shape Shepard for me. I disagree about having to pad your paragon/renegade meter. Frankly, there weren't very many bonuses, and I found that if you answer questions how you truly want to then the meters will stray to one...
