I consider this to be crap. Why? Well, even though I live in a third world latin american country (Venezuela), I still have to pay good ol' $$$ for my games on Steam. So if the game in USA costs 60$, it costs the same here, no special price or conversion.

It depends. For example a Nvdia GTX 670 came 2 years ago and it still holds up today. It all comes down to what you buy at first. There's no way to be "future proof" with PCs, but you can make an investment and that invesment can last you 1-3 years before you have to worry about upgrades...
Wow! this screams horrible optimization. Unless of course Ubisoft is pretending that this is the "definitive" version of the game, which I doubt because AC4 was plaged with technical issues on PC.

It's really nice that is getting popular, this game is tons of fun. We have modern pew pew pew weapons but there's nothing like decapitating someone or smashing his head with a hammer.
