Jagged Alliance 2 for sure, with the 1.13 mod. However I just noticed Neverwinter Nights up there. It's a fantastic game, with a still live multiplayer community and a lot of fantastic mods. You can't go wrong with either one.

I've made a fair few tabletop and boardgames, and the biggest piece of advice I can give is to rapid prototype. Meaning play your game, with other people not working on it, every time you make any change. Just start by having some friends over, explain the rules, and let them play. Don't...
