I haven't played Terran Conflict yet, but in X2 and Reunion I have found it's quite safe to transport illegal goods as long as they are not on the ship I'm flying personally. That may very well not be the case in TC; in Reunion you can't put a 25Mj shield on a Buster or silicon in a Toucan.
