I've watched a lot of anime. A LOT. I'd say that Rick and Morty compares favorably to most of it, and sits up there with cherished pieces like FLCL. The quality and depth of the animation, the humor, the pathos...
There's an audience of desperate fans, but it's not a very large audience, and it's an audience that's going to grow up and stop liking this kind of thing, for the most part.
Meanwhile you can make something with "Open World" and "Space" on it and market to millions. It's not a puzzle...
Mirror's Edge, the original not this new one (although it's not terrible, I just didn't personally like it). It's not blue hair and Disney eyes anime, but I mean, come on. It's anime.
And sure I don't know if you'd call it action, but Valkyria Chronicles really does tick the boxes you asked...
