It depends what you mean by 'bad' or 'good'. if you have other criteria for judging a game than the amount of fun you had with it, then obviously all the above can be true. But I just judge games by how much i enjoyed them, so for me, a bad game cannot be fun, and vice versa, simply by definition.

Yes, as stated before, it's not an RTS, it's a 4X game. Your choice of words may belie your problem with civ: you caould be rushing it. You have all the time in the world: don't rush a decision, weigh up the pros and cons of everything you do.
