I was thinking that this was a weird setting due to the lackt of tall buildings, but this might be a great way to realign assassin's creed with stealth gameplay, rather than just Batman: Arkham Citidel.
Maybe instead of just climbing rooftops you have to hide in forests and inside buildings...

the other thing i would suggest is maybe instead of objects having hard stats they would have RND modifiers. This would probably prevent most games to devolving into some sort of accountancy.
