There are 2 Arceus in gen 4 one at level 80 and one at level 100. Both are event pokemon one you catch wild and the other you are given. If you play hg/ss you need both as there are two arceus events that let you get garitina palcia or dialga (please excuse my spelling of their names). So yes...
