Looks like GG followed by some sort of kanji. I'm going with the idea that the hat used to belong to Gorilla Grodd, who was Rad Panda's mentor, leading this story up to an inevitable musteloid revolution crushing humanity.

...or someone else yet unrevealed with the initials "GG".
