On topic, the kid needs a serious talking to. And violence towards him will do nothing, so just take away all his toys for a bit, and when you eventually give them back to him, make sure there's a BBQ fork well and truly stabbed through each and every item.

Also, take him door to door, to every house in the neighbourhood and make him admit his crime to everyone and then apologise for it.

So certain things should be cast aside without care, just because there are other things that need caring about too? This is something that really needs caring about for two reasons,

1) An innocent animal was killed in a pretty fucking horrid way, how would you like that to happen to you?

2) If he stays on this path, eventually he'll kill something that you do give a shit about. Maybe then it can fall into your 'shit happening to humans' category.

For those who say it is just a dog, ants die, people eat meat etc. There is more to it than the death of the animal (thanks to PETA it is impossible to use the word ethical when talking about animals, but I believe that it is still a relevant concept).

If we kill an animal for slaughter it can be done humanely. If we do things that take away our "humanity", like stab a pet with a BBQ fork "just because", then a dangerous line has been crossed. It is not necessary to be a cruel son of a ***** - when we see "humanity" confounded then it tends to cause reactions in people.
