No biggie.....Fast travel......I understand you have to get to the place first but are there any other conditions. Can you fast travel while under attack?

You have to discover the location first.
You can't fast travel during combat.
You can't fast travel while overencumbered.
You can't fast travel from an indoor location.

/thread for real.

Trial and error seems to work pretty good from what I've seen, just in case you don't actually know all the rules....

/thread.....or not.

AND you can't fast travel while sitting down or while in mid-air.

NOW /thread for realzies, yo.

EDIT: and oh yeah, you can't fast travel while there are enemies nearby - you don't have to be in combat.

Ok, since this thread has been "ended" several times over now, I'll pose another question - Does having your radio play make sneaking less effective? I only ever get to listen to it in towns since I always sneak while out in the field :p

best thing to do, so you dont have to keep bringing up your pip boy, is trying to wait, if you cant wait, you cant fast travel, so just keep hitting select until it lets you wait, then you can fast travel

Who would WANT to fast travel when they have their ass parked in a comfy ruined couch?

Having your radio on increases your chances of being caught while sneaking.
Having your pip-boy light on also increases your chances of being caught.

radio: no. No it doesn't. The radio is silent to everyone but you. I have pickpocketed a frag onto a Raider while 3dog sang my praises.
Light: absolutely, yes. Light is your worst enemy while you're sneaking, both the pipboy light and ambient lighting. Noise is much less of a factor, especially if you have the silent running perk ;-)

Sweet, now I can listen to some tunes while cutting a destructive swath through the Wasteland! Thanks!
