I think it has already been done, mainly by flash games I can't think of any, for lack of a better word, retail games to use this though.

Pay no attention to this scaremonger, the basement is a wonderful place; it's full of fun and light and candy and those things that you like. We frolic about all day down there.

I would have a game, set in Medieval times. An enemy king has trapped you and your men inside the castle/keep. Supplies are running low and you have no reinforcements. Lucky you have an escape tunnel into the mountains. Once out, you have to visit neighbouring barons and enlist their aid (though persuasion, empty promises, whatever..), you also have to attempt to subvert enemy soilders, rally your own men outside the walls and ensure enough food is smuggled into the castle to buy time.

There is some small fighting but lots of fighting with words and negotiation (RPG style) and builds up to the final fight.

Thats my game.

Also monkey island was a build up to one final fight.
