A grand-scale Steampunk RTS ? Thats quite specific.
I think looking into mods for Civ might actually be your best shot.

I'd say Bioshock and Fallout 3 are both steampunk-ish.
How is Fallout 3 steampunk?
Okay, atompunk. With steam trucks (that you never see).
I don´t get why people feel the need to add the "-punk" affix to every single setting in existence. Isn´t Fallout simply set in a "post-apocalyptic" setting ?

Technically, since nuclear power is basically just used to create steam, wouldn't it just be a technological extension of steam punk?
Nah, the aesthetics are all wrong. And though most of the power in the Pre-War Fallout universe was Fission based, I doubt they managed to fit steam turbines inside of their cars and batteries, which means that the heat created by the reaction was likely sent directly into, say, the turbine of a car engine. Unsafe and wasteful? Yeah, but its Fallout.

Besides, Steampunk isn't just about steam power, there is an entire visual and historical aesthetic as well. Its why the upcoming Bioshock Infinite is much more Steampunk than Bioshock 1 and 2. They both use steam, but the feel is completely different.

They don't "just add it". The -punk suffix usually denotes an alternate history (with the occasional exception of cyberpunk, which is set in the future and may or may not have an alternate history to reality). It also, I assume, denotes a certain artistic style. Steampunk, atompunk and cyberpunk all have a heavily stylized look i.e. they are not concerned with providing a realistic alternate history, but rather a fantastic one.

Ah well, I suppose those are reasonable criteria.
Unfortunatly, in the last weeks I´ve encountered a f*ckton of "-punk" derivations, that didn´t even come close to any consistent criteria and appeared to serve no purpose but to allow somebody to pitch a setting as "kewl".

Current pet issue, sorry, didn´t mean to imply that every use of "-punk" is misguided.

I remember a game on the Amiga called "The Chaos Engine" a nice little top down free roam shooter that's built around the steampunk era (the game isn't can be questioned as to being steampunk......me and a friend debated for ages about it)

Steampunk tastes of brass polish and leather which is not a good taste in my opinion. Also, I'm sure that nobody has mentioned Arcanum yet? Right, right? (Damnable repeat threads are making me lose my composure and causing me to mist up my brass goggles.)

There is the Chaos Engine which is sort of a classic game. If you want something more of a strategy game with a unique take on steam then there is Transarctica.

I think that the punk suffix normally just implies a sort of comic strip type science fiction that tries to be desperately hip and edgy.

No need to apologise, your post wasn't offensive. But since you mentioned pet issues...

Slightly off topic: personally, I hate alternate history fiction. I hate all -punk stuff (except cyberpunk, see above) because I just can't buy into it. I've no problem with pure fantasy (including space operas) and I've no problem with science fiction, but I just can't immerse myself in alternate history settings, especially when they have fantasy and/or sci-fi themes mixed in. My suspension of disbelief can't handle the juxtaposition.

Steampunk is an awesome genre. Unfortunately, there isn't enough of it in Gaming. However, there is tons of "Sci-Fi" literature (not sure if Steampunk is or isn't Sci-Fi) that is Steampunk and full of Steampunk awesomeness. Also, surprising, there are lot of artists especially on DeviantArt who specialize in Steampunk-ifying existing things. I especially like the Airship designs that are common.

So honestly speaking. I am a noob when it comes to this whole steampunk stuff. And since this is a topic I am interested in learning more about it.
So is it an anime of Manga? Any information will help me feel less retarded when it comes to steampunk stuff.
Thanks
Steampunk comes in all literature forms.

For Games, there is Arcanum and The Chaos Engine.
For Anime, there is Full Metal Alchemist (not entirely Steampunk, but the end of the first anime had a Steampunk world.), the movie Steamboy, and the series Last Exile. Which are both great examples of a japanese take on Steampunk.

There are countless books, and comics, but I do not know many of them off the top of my head.

Arcanum [http://www.gog.com/en/gamecard/arcanum_of_steamworks_and_magick_obscura] is what I consider to be the most triumphant example of steampunk game.
Whoa that game looks awesome, is it turn-based though?

There is a choice of turn based and real time combat. Turn based is far superior though.
