A laptop for drawing on a budget. Any recommendations?

I have a tablet where you can draw on it but you'd have to look at the computer screen to see what you're drawing. I cant coordinate well so it's hard for me to make it work. A few things right off the bat, tho:

-I am on a budget. Like, I really am.
-I'd ideally like a laptop or something where I can draw on the screen directly and save it as a file that I can transfer or adjust in the future.
-I am not an expert when it comes to drawing. So far, I've been using only drawing pads and markers/paint/chalk/etc. to make half decent art. I want to get comfortable with digital art so you could say I'd be a beginner in that sense.
-Best drawing program?
-I'd like a laptop/tablet/notebook/whatever mostly for drawing. But I'd also use it to browse here and there.
-I already have a desktop computer. This would be a side-computer, so to speak.
-More importantly, I know almost NOTHING about computers. RAM memory, how it affects their performance, etc...not very familiar with it.

I've been eyeing a Microsoft Surface 3 with 32gb memory and 2 gb RAM. I don't know if it would work for my basic-drawing needs but it looked cheap. I also don't neeed one that would require a super sensitive screen or pen...unless that's a must...? Help, please! D:
