Admittedly there was a lot of suck in SF: The Movie, but to say Raul Julia is the only good bit in that movie is like saying Alan Rickman was the only good contribution to Die Hard.
...*twitch*...
Overall, SF: the Movie is full of great little moments
And a lot of truly nerve-grindingly awful ones.
Raul Julia has some great work to bounce his material off.
I honestly don't know if he did. I mean Raul Julia is one of those actors who simply steals any part he's in (like Geoffrey Rush), but you get the feeling he was going out on a climax. (Sad face)
I mean full-fledged Raul Julia vs Jean Calude Van Fucking Damme. It's like what I wished the movie The Expendables was (PS: that's where that movie failed, no good villains).
And Street Fighter had no good heroes, imho. JCVD brings an entire forest of wooden delivery. I couldn't think of a point where I wasn't cheering Bison on. And I even went to see Bio-dome/The Delinquents because of Kylie.

But at least it wasn't The Legend of Chun Li. How can they so completely fail to understand a concept written down for them?

Actually, does Bio-dome count?

On another note, i have something to keep the ball rolling
The passion! The emotion! The drama!
It's all so intense!

The Core. Hammy acting and terrifyingly bad science, but still oddly charming.
Sunshine. Hammy acting, terrifyingly bad science, again, oddly charming.
Bio-Dome. Pauly Shore - do I need to say more?

'Pumpkinhead', and 'The dead hate the living'

EDIT: not because they're good, but because they're so low budget and poorly written they have their hilarious moments

Have you ever come acroos a movie that's SO bad, it's utterly BRILLIANT?
Not just good, i mean it's really up there.
For me it has to be the 2003 heart-wrenching drama, 'The Room'.
I mean, those are just some of the highlights.
'The Room' is property of Tommy Wiseau and all related parties. :p
YOU ARE TEARING ME APART,LISA!!!

OT:The Transformers movies, they are pretty cheesy and the 2nd one's ending sucked, yet we still watch them anyway.

Hmmm...so bad its good? For me I'd say "Van Helsing" and "Power Rangers The Movie". Power Rangers specifically has some moments where in between the forced comedy it is downright hilarious. Also, a "nut-kicking" button on the Megazord? REALLY? XD

After finally watching the entire movie (and not just the one infamous scene), I think I'm allowed to nominate Troll 2.

YOU DO NOT PISS ON HOSPITALITY!

Street fighter.

From van damme being...van damme to a mind boggling "jump up and say YEAH!" moment to that speech, it's like being on drugs. stupid drugs.

And cursed, oh god, cursed. If you've ever wanted to see a werewolf flip the bird in retaliation to insults about her thighs, this is your film.

Ninja the Protector.

Spoilers! Ending! [http://www.youtube.com/watch?v=-OxNJvhlinI]

There are a whole lot of these films.

Richard Harrison (the camo, walrus-moustache ninja) acted in a few films directed by Godfrey Ho. Ho then split the footage into many more films without his consent, filling the gaps with atrociously-dubbed footage to stitch together some kind of 'plot'. Also, the scenes originally filmed in English are dubbed over, but with the exact same words. I don't know why.

On the plus side, they don't need to worry about making Axe Cop: The Movie any more.
