Actually, as long as they're on the same Xbox, any profiles on that Xbox can use that DLC content.
I had a really shitty experience with a friend of mine.
He borrowed my old broken down Xbox that only played Mass Effect and played almost all the way through it, and couldn't make the final run to the Conduit (I don't know how he failed that), but he couldn't do it, so he brought the hard drive over to my place, and when I loaded it up, it wouldn't load his save because the DLC was corrupted.
Turns out he was playing it with the DLC I had installed when I gave him the box. Even though it was MY DLC he was playing he couldn't load the game on my xbox. And in fact, when he got home, apparently he couldn't load it on his either. He would have had to buy the DLC himself in order to play the end of the game. So I played through it to that part and let him finish it on my xbox.
DLC can be a harsh mistress. I Hate the XBL system of DLC for other profiles.

Sadly, no. In that case, only GT1 could use the DLC. After a year GT2 would be able to, although I don't know when Live makes that reset of DLC ownership.. probably in November, that's when they do most of their updates. Unless the game is multiplayer and you're playing a game with both GT1 and GT2, but in that case, anyone can use that DLC. As long as the "owner" is signed in, anyone can load it up and play it with the owner
