Why in the name of all that is sinful and depraved do the characters call Togepi Togepi when it pronounces its name as Chuki Bree? This shit has been bothering me since god knows when. I mean? Is the cast hard of hearing? Are they dumb as a box of rocks? Why does noone acknowledge the mispronounciation of the name?

Nintendo and Gamefreak come up with the names. The anime just makes them speak their names for talking.

They call it Togepi because that's its name, as stated by Ash's Pokedex.
But why? If Squirtle is called a Squirtle because it says 'Squirtle' and a Pikachu is called a Pikachu because it say 'Pikachu', then why does everyone pretend like Togepi isn't saying something other than Togepi?

I have to agree with this. We should also probably remember that the english names aren't their original name (though, to be fair, the japanese 'Togepy' for this particular example probably isn't the best one to go by). According to one of the wikias out there, "Togepi's name is derived from the Japanese "toge", meaning "spike" (referring to the top of this Pokémon's head), and "pii", the sound a chick or small bird makes". It didn't have a citation though, so that could also just be pulled out of someones behind. Sounds legit, though!
