It's called the Bystander Effect. Essentially what it boils down to is that the more other people are around, the more each individual believes one of the others will resolve the problem. Thus, it's Somebody Else's Problem and they don't have to give it a second thought.Berithil said:

I'm aware of the bystander effect, I just don't understand how people could do absolutely nothing. Maybe stepping in and clocking the guy on the jaw would be a bad idea, you could turn the crowd against you and be torn apart, but how can anyone justify doing nothing at all, even slipping out of the crowd and calling the police?
